Different Rules Concerning Dogs outside their Runs
CONTENTS:
Westmount dog regulations
are few, and are contained in
By-law 535, and its amendments.
The full text of the by-
laws is available from the City
Clerk, at City Hall. In
brief:
Dogs must have a currently valid licence,
worn at all times
- Proof of valid vaccination
(rabies no older than 36
months) is required to obtain a licence.
- The licence year is January Ist to December 3lst.
- Public Security may verify the
licence at any time.
- Cost to Westmount residents $10.
Dog faeces must always be collected
- from both public and private property,
and in the dog runs, where containers are provided.
Dogs are to be on a maximum six foot leash
when on public property
- Some dog runs allow dogs
off-leash at certain times,
check the signs.
A maximum of three dogs older than
six months may be kept at any one time.
Unattented or lost dogs may be impounded
by the Public Security Unit
- Public Security will contact the owner if
the dog is licensed.
- The dog will be held for
4 days at the owner's expense.
Dogs in a dog run must wear a current
Westmount licence.
Non-resident dogs have access to Westmount
dog runs upon obtaining a valid
Westmount Dog licence.
- proof of valid vaccination required.
The owner may be prosecuted
if the dog:
- bites a person or damages public
or private property.
- barks/howls excesslvely.
- is off leash or unaccompanied
while off the owner ' s
property.
- is without a licence.
- the owner does not collect faeces.
Failure to abide by these laws can result
in fines up to a
maximum of $300.

Dogs and their Owners
By-law 869
Dog owners or keepers must:
- obtain a license for their pet at
777 Marcel-Laurin Boulevard, bringing proof
that the animal has been vaccinated against
rabies during the last two years or else in
accordance with the veterinarian's orders.
The license costs $20 and is valid for a
period of one year, from January 1 to December 31
- make sure the dog does not attack or
bite any person or animal;
- make sure the dog wears the
tag issued by the City;
- take appropriate steps to keep the animal
within the boundaries of their property;
- restrain the animal with a leash (maximum length
of 2 metres) when walking it on a public thoroughfare;
- immediately remove the animal's droppings and
dispose of them in a sanitary manner;
- make sure the dog does not undermine the health
and welfare of other residents, in any way.
Except for seeing-eye dogs, the presence of dogs,
even on a leash, is forbidden at all times in public
places (parks, playgrounds, school yards, medians,
pools or public buildings).
It is forbidden to keep more than two dogs at
any time, except when your dog
has a litter. In that case,
the puppies may be kept
for a period of no more than 3 months.
A dog's owner or keeper is ALWAYS responsible
for any offenses committed by the animal.
Restrictions
It is forbidden to keep the following breed of
dog, or a cross-breed thereof: bull-terrier,
Staffordshire bull-terrier, American bull-terrier, or
American Staffordshire. If these dogs are already
living within City limits, they are required to wear
a muzzle at all times, when they are outside.
IMPORTANT !
By-Law 869 stipulates that:
it is forbidden to keep combinations of dogs and
cats within a rental unit or home,
that is not included
on the following list.
- 2 dogs and 1 cat
- 2 cats and 1 dog
- 3 cats
unless they are sight-impaired, pet guardians must
immediately remove any fecal matter
produced by their pet.

A dog owner must obtain an identification
tag from City Hall.
The annual cost of the tag is $25 per dog. At
the time of registration, the owner must provide
proof of vaccination against rabies.
The municipal by-law also stipulates that no
household can keep more than 2 dogs and 2 cats.
The City assumes responsibility for the control
of stray animals.
A dog owner must
- ensure that the dog wears his tag
- keep the dog on his property #keep the dog
on a leash (maximum length: 7 feet) when walking
him in public areas
- immediately pick up dog droppings and dispose
of them in a sanitary manner
- ensure that the dog does not disturb the peace
(barking), or damage the property of others

unless the city has posted a sign advising otherwise.
Because too many dog owners fail to pick up
their dog’s excrements or to keep
their dog on a leash.
WHY SHOULD YOU PICK
UP YOUR DOG’S EXCREMENTS?
- For public-spiritedness
- To avoid the passing on of parasites found in
old contaminated stools.
- To prevent the spread of diseases that can be
transmitted to humans.
WHILE WALKING YOUR DOG, YOU SHOULD ALWAYS!
- Pick up your dog’s stools as quickly as you can
during both winter and summer.
Frost doesn’t kill parasites.
- Keep your dog on leash :
- unleashed dogs often cause accidents and/or are
often victims of them;
- some people are fundamentally scared of dogs;
- some dog owners don’t want their dog to be in
contact with other dogs.
REMEMBER :
- To have your dog’s stools analyzed on a
regular basis in order to detect parasites early.
- To always carry a few bags with you while
walking your dog in order to pick up the stools.
- That vaccination prevents
serious contagious diseases.
- That your dog will be less aggressive and
less tempted to run away if he’s sterilized and
if he’s well trained.
- That collars and tags are a great help for
returning runaway dogs to their helpless owners.
- That the municipal by-law makes provisions
for fines should you :
- take your dog, leashed or not, to an
unauthorized area;
- disturb peace by letting
your dog bark, howl or bite;
- neglect to keep your dog on a leash;
- omit to pick up your dog’s excrements;
- breed or keep non-domestic animals.
The bull-terrier (pit-bull),
Staffordshire bull-terrier,
American bull-terrier and/or American Staffordshire
terrier are not considered domestic animals and are
prohibited within the city’s limits.

Animals make great pets
when the owner is responsible.
Do I need a permit for my dog?
Yes, an annual permit is required and must be
renewed before the 1st of May, each year.
This $10.00 permit is nontransferable and nonrefundable.
If your dog is caught without a permit you will receive
a fine.
How many dogs
may I have in town?
You may not have more than 2 dogs
per residence.
My neighbour's dog is
very aggressive!
An animal can be a great companion to you
but can become a nuisance for others.
For example, your dog becomes a nuisance :
- if it's without a leash
- if it barks or howls repeatedly
- if it's found in a park or a
playground in the town
- if you don't pick up its droppings

SECTION 02:
WHAT IS PROHIBITED IN KIRKLAND?
- Parking on our streets for more than 4 consecutive
hours, at any time.
(In effect twelve months a year).
- Parking on the street
between 11:00 p.m. and 7:00 a.m.
(In effect from November 1st until April 30).
- Parking on the street
during and after a snow storm.
- Parking on the street
during snow clearing operations.
- Having an unlicensed dog.
- Walking dogs in parks and public places.
- Walking dogs without a leash.
- Not cleaning up behind your dog, regardless
of the location. (Poop and scoop).
